Opening the conference, Lieutenant General Do Dinh Nghi, Deputy Director General of the General Department of Administration Management of Social Order stated the purpose, requirement as well as confirmed the scientific significance of the conference. Lieutenant General Do Dinh Nghi emphasized: "Recently, the MPS had directed and guided the management of training, testing and licensing the driving certificate; organizing the training courses for examiners to raise the quality of training, testing and licensing, contributing to restrain and reducing accidents and traffic jams in the whole country. However, besides the gained achievements, the work of driving training, testing revealed many shortcomings. Therefore, it was necessary to hold the conference to have a scientific basis for making recommendations and suggestions for the Government and the authorities in improving the quality of the driving training, testing and licensing.

At the Conference, the representatives, the experts and the scientists focused on discussing the important issues relating to training, testing and licensing the driving certificate such as:

- The real status of material facilities of the driving training centers;

- The current restrictions on the training standards and quality of the driver training center;

- Reality of training organization, the teaching content and curriculum, the system of document and teaching materials,  qualifications and professional skills of  teachers;

- The issues in gathering and using the fee of learning and examination;

- The work of collecting the trainees and responsibility of the healthy agencies for the health standards of trainees;

- The real situation of examination organization;

- The management in issuing and changing the driving license;

- Inspecting, monitoring, detecting and handling of violations of the driver training centers;

- The relationship between the quality of training, testing and licensing the driving certificate with the outstanding issues of current traffic safety, pointing out the shortcomings and limitations to find out solutions, make recommendations and suggestions to improve the quality of training, testing and licensing the driving certificate for the authorities in the near future.

The representatives discussed at the conference

Discussion on the reality of quality of training, testing and licensing, the representatives emphasized: Currently, due to quality of training, testing and licensing was limited, the drivers were shortage of capacity to control the vehicle while driving and handle the real traffic situations, the observance of the Law on Road Traffic was not serious, which causes the traffic jams or even serious traffic accidents. Besides, the regulations on the operating conditions of the training centers as well as the process of testing and inspecting still had loopholes to take unfair advantage, management in training and licensing was not strictly and sufficiency, which led to many serious consequences for traffic safety issues.

To settle the problem relating to the limitation in the training, testing, licensing the driving certificate, contributing to reduce accidents and traffic jams, the representatives and scientists proposed many useful solutions such as: enhancing building, supplementing and completing legal documents relating to the driving training, testing and licensing; modernizing the management and supervision of the testing process, reducing the human impacts on the test results, the application of modern technology to curb the fake driving license; innovating the training program by strengthening the practice of driving on the road, adding the practice of emergency aids in traffic accidents, enhancing knowledge in the law on road traffic and educating awareness and responsibility of the trainees in driving; improving the capacity and quality of the teachers and testers by re-examining their professional qualifications, organizing the training courses for them to improve and update the new knowledge in the driving training; regularly assessing and classifying the driving training centers to improve the quality of driving training, testing and licensing…
