New contributions of the thesis:
The thesis is a systematic and comprehensive scientific research on exploitation and usage of electronic technical devices in detecting and handling violations of road traffic order and safety of the Traffic Police of Hanoi Police Department with the following new points:

1. The thesis has supplemented and fulfilled a number of theoretical issues on exploitation and usage of electronic technical devices in detecting and handling violations of road traffic order and safety of the Traffic Police force such as: Definition, characteristics, roles and effects of electronic technical devices in detecting and handling violations of road traffic order and safety; contents and measures to exploit and use electronic technical devices in detecting and handling violations of road traffic order and safety of the Traffic Police force.

2. The thesis has researched, analyzed and clarified the actual situation of investment, allocation, exploitation and usage of electronic technical means and equipment in detecting and handling violations of road traffic safety order and safety of the Traffic Police force of Hanoi Police Department in recent years; clarified the advantages, limitations and shortcomings in investment, exploitation and usage of electronic technical devices in detecting and handling violations of road traffic safety and order of the Traffic Police force of Hanoi Police Department and explained the causes of those shortcomings and limitations.

3. On the basis of theoretical analysis and practical assessment, the thesis makes a forecast of the factors affecting to the exploitation and usage of electronic technical devices in detecting and handling violations of road traffic order and safety; and then propose solutions to improve the efficiency of exploitation and use of electronic technical devices in detecting and handling violations of road traffic order and safety of the Traffic Police of Hanoi Police Department.
