New contributions of the thesis: 
1. The thesis studies the fundamental knowledge of steel production relating to environment, such as: concept, characteristics of steel production, awareness of crimes and law relating to environmental protection in steel production.

2. The thesis systematically studies theory of preventing crimes and law violations in steel production according to functions of the Environment Police force, such as: concept, characteristics, content, method, legal framework of crime prevention; criminological characteristics, characteristics of law violations relating to environment in steel production; contents, method, coordination relationship between the Environmental Police force and other relating units inside and outside the Public Security force; social and professional preventive methods.

3. The thesis studies fundamentally, comprehensively practice of preventing environmental crimes and law violations in steel production according to functions of the Environment Police force. The thesis points out the happenings, structure, nature, situation of crimes and law violations relating to environment in steel production; the organization, quality of officers and situation of preventing crimes of the Environment Police force. The thesis assesses the achieved results, the shortcomings, limitations and their causes to give forecast and propose the solutions, recommendations.

4. Base on scientific theory and reality, the thesis brings out the comprehensive system of solutions. Each solution identifies clearly content and the way to carry out. The system of solutions is synchronism, feasible in accordance with real situation of preventing crimes and law violations relating to environment in steel production according to functions of the Environment Police force.
