The thesis is the systematic and comprehensive research on the activities of sanctioning administrative violations under the function of the Police force of Administrative Management of Social Order with the following new features:

1. The thesis systematizes and analyzes to further clarify the theoretical issues on sanctioning administrative violations under the function of the Police force of Administrative Management of Social Order such as: concepts, characteristics, roles, principles, legal basis, content, methods and coordination relationship in sanctioning administrative violations under the function of the Police force of Administrative Management of Social Order.

2. Surveying and providing the scientific conclusions on the real situation of administrative violation characteristics and the results of solutions carried out by the Police force of Administrative management of social order; indicating the advantages as well as shortcomings, limitation and causes of limitation in activities of sanctioning administrative violations under the function of the Police force of Administrative Management of Social Order.

3. On the basis of studied theory and reality of sanctioning administrative violations under the function of the Police force of Administrative Management of Social Order, the thesis predicted scientifically the research issue and proposes eight solutions contributing to improving the efficiency in the future.
