1. The thesis contributes to the theoretical issues of state management on security and order in rescue operations of Fire prevention and fighting Police forces; develops the additional concepts, characteristics, legal basis, contents, measures, assignment, decentralization and coordination for state management activities on security and order in rescue operations of Fire prevention and fighting police forces. 

2. Thesis also evaluates the current status of state management activities on security and order in rescue operations of Fire prevention and fighting police forces; points out the achieved results; limitations and shortcomings and finds out the causes of the limitations and shortcomings of state management activities on security and order in rescue of Fire prevention and fighting police forces. 

3. The thesis gives scientific forecasts about the affecting factors to state management on security and order in rescue operations of Fire prevention and fighting Police forces in the coming time to propose the scientific, practical and feasible solutions to improve the efficiency of state management activities on security and order in rescue of Fire prevention and fighting police forces.
