According to cooperative
training program between the Ministry of Public Security of Vietnam and the
Ministry of Interior of Cambodia, on October 1st, 2013, the PPA held
the opening Ceremony of further training course on preventing high-tech crime
for 20 officers of the Ministry of Interior of Cambodia.
Attending the ceremony
were Major General, Assoc.Prof.Dr. Pham Ngoc Ha, Vice President of the PPA; Senior
Colonel, Assoc.Prof.Dr. Can Van Chuc, Deputy Director of the Department of
Training – the Ministry of Public Security; Mrs. Phen Sa Ny, Advisor of
Cambodian Embassy in Vietnam; leaders of functional Departments of the PPA and
the trainees.
Currently, network security
is always placed on the alert by many attacks, spreading virus, spywares and
malicious code aimed at stealing, destroying databases, paralyzing network
system with particularly serious nature, sophisticated modus-operandi, closely
organization. Under this circumstance, functional organization and institutions
worldwide have cooperated actively, exchanged information about operating
tactics, prevention measures to deal with high-tech crime. Also, the PPA has
coordinated positively with many partners in region including Cambodia in order
to enhance prevention of high-tech crime as well as cooperated with the
Ministry of Interior of Cambodia in training professional knowledge for police
officers in charge of fighting high-tech crime.

Attending the training course,
the trainees will discuss five main contents including: basic issues on
information technology related to preventing high-tech crime; general theory on
high-tech crime and organization of the
Anti-high-tech crime Police; activities of collecting and processing data of the
Anti-high-tech crime Police; high-tech crime prevention and investigation;
coordinating relations and international cooperation on fighting and preventing
high-tech crime.
At the ceremony, Major
General, Assoc. Prof. Dr. Pham Ngoc Ha, Vice President of the PPA required the
trainees to implement strictly regulations of the course; the main purpose of
the course is to improve the ability of the trainees to apply the comprehensive
useful knowledge on the field of fighting high-tech crime in Cambodia.
Moreover, he also asked the functional Departments of the PPA to facilitate the
trainees during the course, assign full-experienced lecturers to conduct the
course, ensure that the course will gained the best results.
