In the framework of the project “Strengthening
traffic police training in the PPA and other police training institutions in
Vietnam”, on December 5th, 2013, at the PPA, the Academy and the Office
of JICA Vietnam jointly held the Exchange Program on ensuring traffic safety
and order - the experience of Japan and Vietnam.
The Exchange Program was co-chaired by Senior
Colonel, Assoc.Prof.Dr Tran Minh Chat - Vice President of the PPA and Mr.
Kenichi Yamamoto, Deputy Chief Representative of the Office of JICA Vietnam.
Attending the Program were Mr. Iwase Satoshi, First Secretary and Mr. Daisuke
Sugiyama - Counselor of the Embassy of Japan in Vietnam; experts of the Embassy
of Japan in Vietnam, the Office of JICA Vietnam, the Ministry of Public
Security of Vietnam, the Public Security Department of Cities of Hanoi and Ho
Chi Minh; as for the PPA were officials of Department of Traffic Police and Traffic
Safety Research Center.
Overview
of the Exchange Program
During the discussion, the experts shared
and exchanged information about the traffic safety situation in Vietnam and
Japan. The participants agreed that the problems related to traffic, especially
traffic accidents and the damage caused by traffic accidents were still the common
concerns of Vietnam and Japan in particular and the other countries around the
world in general. Furthermore, one of the key issues shared by experts of the
National Police Agency of Japan was the determination of profound causes of
traffic accidents to develop appropriate preventive measures. On that basis,
the experts focused on discussing the experience of the two countries as well
as the solutions to decreasing traffic accidents, especially solutions to traffic
safety education and safety driving management.
The experts of the PPA also shared the experience
in training Traffic Police Force and introduced the activities and results of
the project “Strengthening traffic police training in the PPA and other police
training institutions in Vietnam”. According to the evaluation, the project was
very effective, its activities were done well and the relationship between the
parties was ensured and strengthened solidly.

At the end of the program, Senior
Colonel, Assoc.Prof.Dr Tran Minh Chat highly appreciated the opinions of the
experts and sincerely thanked the Japanese agencies for their cooperation. He
also affirmed that this Exchange Program was one of the series of activities of
the PPA to celebrate the 40th anniversary of establishment of
diplomatic relations between Vietnam - Japan. Vice President of the PPA wished
that the Office of JICA Vietnam and the National Police Agency of Japan would
continue their interest and support to the construction and development of the
Academy in the coming time.
In the same day, at the headquarter of the
General Department of Building up Force, Lieutenant General Nguyen Xuan Muoi, Deputy
Director General of the General Department of Building up Force chaired the courtesy
meeting with the delegates from the National Police Agency of Japan and the
Office of JICA Vietnam.
