Under the permission of the leaders of
the Ministry of Public Security, November 06th, the PPA in cooperation
with the United Nations Office on Drugs and Crime (UNODC) organized the Workshop:
“Enhancing partnership between Law Enforcement Agencies and Civil Society Organizations
in the context of Drug use and HIV in Vietnam”. Senior Colonel, Dr. Tran Minh
Chat, Vice President of the PPA; Mr. Nick Thomson – Expert of the UNODC as well
as Representatives of the Ministry of Public Security and civil society
organizations involved in the field of drug and HIV prevention.
The Workshop was organized with three
main objectives: first, to help law enforcement officials to understand more
about harm reduction services and be aware of how the law enforcement practices
can influence to the access of drugs users to harm reduction services; second,
to improve the capacity of the civil society organizations to ensure greater
access of drug users to harm reduction services; three, to create space for the
Law Enforcement Agencies and Social Civil Organizations to share the common
issues and ideas to enhance long-term cooperation in the future.

Speaking at the Workshop, Senior
Colonel, Dr. Tran Minh Chat, Vice President of the PPA emphasized the complexity
of the global HIV/AIDS pandemic. It is the threat to life, health and future of
the human race, directly impacts to the sustainable development of the
countries. Under this circumstance, the countries all over the world and the
organizations of UN, namely UNODC have tried to fight against the expanding of
the HIV/AIDS. In that spirit, this workshop is a very useful scientific forum
to raise awareness of the role of law enforcement agencies and the civil
society in preventing the spread of HIV.
