PPA’s Leaders attends 6th ASEANAPOL Police-Training Cooperative Conference in Indonesia

The conference was officially held by the Foreign Affairs Bureau – Indonesian National Police Agency in the duration from 27th to 30th of October 2015 with the presence of the representatives of training management agencies and training institutions of member countries, the ASEANAPOL Secretariat, the representatives of dialogue partners and observers including the Russian Interior Ministry and the Australian Federal Police Force.


At the conference, the Philippine police leader as the chairman of 5th APTCM Conference made a report of 5th conference’s results and handed over his power for the Director of Foreign Affairs Bureau to operate the 6th APTCM. On the basic of the agreement of the 5th, delegates discussed and shared experience about the competence and requests for academies and training institutions about 6 educational priorities that had been confirmed at the previous conference such as Anti-High-Tech and Cyber Crime, Prevention and Investigation of Human Trafficking, Cross Border Crime Prevention, Integrated ASEANAPOL on Police Academy Training Program, Language/Cultural Training Program, Faked Pharmaceutical Investigation Training Program.

Via co-reports and discussions, the police training institutions were highly aware of the significance of police education particularly in the context of ASEAN Community to be established as well as the challenge of non-traditional Security issues in the process of integration. Having affirmed the priorities of reality-based police education of their own countries, the members of training institutions put forward various competent standards and requirements to promote effectiveness of training following 6 above-mentioned fields. Simultaneously implementing one of the 6 models passed by the conference, the ASEANPOL Secretarial Board shared information and discussed plans about the model of Prevention and Investigations of human trafficking with the attendance of member countries that would be scheduled to take place in September, 2016 in Kuala Lumpur, Malaysia.

 

According to the report, besides traditional educational models, many nations organized the student exchange programs, cooperation in organizing the joint training courses, international seminars in order to enhance competence of law-enforcement forces in general and lecturers, trainers in particular such as Thailand, Viet Nam, Singapore and the Philippines. In addition, delegates put an emphasis on the principal roles of law, foreign language and culture education for law-enforcement forces of the countries in the region in the context of up-coming establishment of ASEAN community by December 31st, 2015. In this issue, both Vietnam and Thailand were highly appreciated their recent student exchange programs.

The representatives of conversational sides took part in discussing about cooperation and support to employing the ASEANAPOL training mechanism. The representative of Russian Federation Department of Interior Affairs appreciated this mechanism and informed that they would consider the supporting mechanism in this field. In the short term, in the year 2016, Russian Federation will hold the special training courses for the police of ASEAN members. The Liaison police officer of Australian Federation Police affirmed to continue to support ASEANAPOL police training through Jakarta Centre for Law Enforcement Cooperation (JCLEC). Closing the Conference, the Malaysian delegation took responsibility in hosting the 7th ASEANAPOL Police-Training Cooperative Conference.

 

After the meeting, the delegates of the PPA visited and worked with the Bureau of Investigation Police, Regiment of Mobile Police belonging to Indonesia National Police Agency and Jakarta Police Department. In the places of visiting and working, the delegates were reported about the situation of crime, investigation and prevention the high-tech crime, transnational crimes and watched the performance of disabling bomb and rescuing hostages.

It could be said that although the mechanism of ASEANAPOL Police Training Cooperation Meeting had just been employed, it had the initial result that was worth to be encouraged. Through this mechanism, the police training institutions and police training management agencies of the member countries had chances to meet, exchange and learn about information as well as improve the solidarity and understanding, in order to promote ASEAN integration progress. The mechanism also supported some activities of enhancing the quality and effect of the member countries’ police training, such as, surveying training requirement, analyzing and defining the development orients of international training program, surveying, appreciating and determining priorities in training of the ASEANAPOL’s member countries. 

In May 2009, the Ministry of Public Security of Vietnam hosted the Association of Southeast Asian National Police Conference (ASEANAPOL) with the presence of Police Commanders from 10 nations and foreign partners (China, Japan, North Korea, Russia, Australia). During the conference, the PPA put forward its prospects of  cooperation in ASEANAPOL Police education that could substantially contribute to building ASEAN police forces that matched with the current demands of  crimes combat in the period of ASEAN integration. This concept was highly appreciated and put into power. Subsequently, the ASEANAPOL police training conference was successfully held for the first time in December, 2010 in Hanoi by the PPA with the theme “Police Training Cooperation in the potential situation of increase in non-traditional crimes in ASEAN”. In the end, a common statement on building the joint cooperation mechanism of ASEAN police training and Annual Conference of Police training cooperation in member countries was reached.

For the following conferences, in December, 2011, Lao People Police Academy host the 2nd Annual conference of ASEANAPOL police training cooperation on the theme of “Police Training Cooperation for responding to increasing  non-traditional crimes in ASEAN”. In December 2012, Cambodian People Police Academy hosted to the 3rd Annual conference of ASEANAPOL police training cooperation on “Analyzing demand of training for common goods of ASEAN police forces”. In March, 2014, the 4th conference held in Bangkok that focuses on “Building police training program in accordance with ASEAN development”. In October, 2014, the 5th took place in Manila, Philippine with the theme: 6 priorities in ASEANAPOL police training. In October, 2015, the 6th conference held by the Foreign Affairs Bureau of Indonesian police in Jakarta.
