Attending the Workshop were Dr. Nguyen Huy Chuong, Vice Director of National Library of Vietnam, Director of the North University’s Library Union; representatives of National Library of Vietnam, Vietnam Library Journal, Library of Hanoi University of Science and Technology, FPT university. As for the Ministry of Public Security, there was the presence of Colonel Phan Van Hung, Director of Scientific Information Center - the Strategy and Science Institute; representatives of Achieves and Library Centers of the training institutions of Public Security force. The Workshop also had the participation of the leaders, the officers of the PPA’s Center of Archive and Library ; representatives of the leaders of PPA’s units and the scientists who had presentations in the conference.

The Workshop was held to assess the  reality of facilities and conditions to ensure for teaching and learning activities of the PPA’s Center of Archive and Library. It also aims to make out the target, the content of orientation in developing scientific information activities, data, library and define some methods and conditions to develop the PPA’s Center of Archive and Library, serves directly for the credit training system, improves the training quality at the PPA.

With the attention of the PPA’s Party Committee and Directorate, library activities has had new change in recent years. Currently, the PPA’s library is located at the gorgeous, modern 12-floor building with totally 5000m2, there has nearly 600 seats for readers from inside and outside of the PPA coming to study and research. The material resources in both Vietnamese and foreign languages has been regularly added, strives for reaching 100.000 documents before 2020. The PPA’s library operation are implemented toward modernization, application of information technology and library professional standard such as DDC, MARC, AACR2…; creates unification of professional standard among libraries, make advantages for exchanging documents and sharing information among libraries in the same of system later. Especially, the PPA is developing the project “Building the electronic library” which costs 2.3 million dollars, funded by Korean International Cooperative Agency (KOICA) with the system of modern equipment, makes the library of the PPA become the first modern library center in the Public Security Force.

At the workshop, the participants had clarified the purpose, the role and the significance of library at the universities in general and at the PPA in particular; shared experiences to innovate the library activities, improve the quality of library service; advised for the PPA the strategic issues in developing works of library and scientific information to study and apply for the Center of Archive  and Library, to respond to the requirements of a key training institution of Public Security Force, forward the objective of being a key training institution of the nation in 2018.

Recognizing and appreciating the opinions of the participants at the workshop, Major General, Assoc. Prof. Dr. Dang Xuan Khang, Vice President of the PPA thanked for the concern and contributions of the delegates and wished to continue receiving assistance, collaboration of the scientists from inside and outside the PPA to gradually innovate the management and serving in the PPA’s library, meet the requirements to research, teach and study of the officers, teachers and students of Public Security Force.

At the workshop, Vice President of the PPA had requested to the Center of Archive and Library to focus on several important tasks as follow:

Firstly, continue to have more forms of library innovation, in which develop the material resources that be rich in type, diverse in content; focus on ensuring the quantity and quality of material resources, for the target to share the material resources with other libraries inside and outside the Public Security Force;

Secondly, diversify the types of service that provide information to meet the increasing requirements of the readers;

Thirdly, continue to train the library staffs to ensure the professional standards and have soft skills such as foreign languages, information technology,… to improve the quality of library work;

Fourthly, expand the cooperation with the libraries inside or outside the Public Security Force, take advantages of the Projects to upgrade the infrastructure and train the librarians.

From the results of this workshop, the PPA will gather, report and recommend the Ministry of Public Security’s leaders about some contents such as: improving the policies to allocate the funding for the operation of the library like adding documents, purchasing equipment, upgrading the Internet Network; supplementing facilities and infrastructure toward computerization, automation, firstly making priority to 2 key training institutions of the Public Security Force as the PPA and the People’s Security Academy; establishing the mechanisms and strategy policies for developing the libraries of public security schools, create a premise for the library to expand the cooperation, share the material resources with the large libraries inside and outside the academy.
