On April 15th, the PPA, Ministry
of Public Security and People’s Committee of Can Tho city organized the Seminar
on “Application of CCTV technology to ensure traffic order and safety and handle
traffic violations by photo”. The Seminar had the participation of leaders of
the Traffic Safety Committee and the Public Security of several provinces in
the Mekong River Delta.
Speaking at the Seminar, Senior
Colonel, Prof. Dr. Nguyen Van Nhat, Vice president of the PPA reported the
situation of traffic order and safety nationwide in general and in southwest provinces
in particular. Accordingly, 3/19 localities in the western provinces had increasing
number of death due to traffic accidents in 2013. Infringement of traffic laws
got more popular and caused very serious consequences. Besides, the traffic jam,
illegal motorcycle racing and criminal activities on road transport route on
the southwest provinces took place with many complicated circumstances and tended
to increase in number of cases and the danger to society. To ensure traffic order
in the next time, besides the long-term and urgent solutions have been
deployed, the other solution that should be studied and applied was the
enhancing implementation of information technology applications in the
detection and handling road traffic violations. That was also the target and
solution of the Government in the Strategy for ensuring traffic safety and
order nationwide until 2020 and vision 2030.

This system had advanced
technology, applied the image processing technology in mixed traffic conditions
in Vietnam, met the requirements of tracking, monitoring and handling of
violations of traffic safety and order. Thus, it met the requirements of
modernizing the patrol, control and reduced the frequent presence and the
manual methods of the traffic police.

At the Seminar, Mr. Tran
Trong Vinh, President for Asia Professional Security Association in Vietnam
(APSA Vietnam) introduced the new software - STM01with function of auto-detect
traffic safety violations that can be detected as beyond speed limit, crossing
red lights, wrong lane driven, encroaching lane, wrong place parking, driving in
the opposite direction and finding black license plates. The CCTV system
supported the investigation and handling of traffic accident. Currently, this kind
of system has been successfully applied in several areas in Vietnam.
