673 traffic accidents of inland waterways; 448 dead or
missingpeople; 81 injured people; 683 sunk waterway vessels, the total of losses
were estimated at up to 510 billion VND - that is the alarming number of inland
waterway transport accidents in Vietnam for 5 years (2011- 6/2016) as reported
by Ph.D Khuat Viet Hung, the National Committee for Traffic Safetyat the
scientific conference "Ensuring traffic safety on inland waterways"
held on November 16th, 2016 at PPA.
Attending the ceremony was Mr. Tran Van Tho, Deputy Director
of Vietnam Inland Waterways Department; Colonel Tran Quoc Chung, Deputy
Director of the Traffic Police Department; Mr.Nguyen Phuong Nam, WHO
Representative Office in Vietnam; Tran Son Hai, General Director of Green
Technology Company DP; representatives of the Office of National Committee for
Traffic Safety; representatives of departments under the Ministry of Transport;
Traffic Safety Committee of the local units; representatives of local police
units. As for the PPA was Major General, Assoc.Prof.Dr. Pham Ngoc Ha, Vice
President, representatives of the Police Science Institute, representatives of
the functional units in the Academy.
In recent years, the situation of waterway transport order
and safetyhave beenvery complicated, directly affects the lives and health of
people as well as situation of socio-economic development of the country. To
remedy this situation requires the urgent,breakthrough solutions to ensure social
safety and order in general as well as inland waterways traffic safety in
particular, contributing to consolidating security and sovereignty of the
country on inland waters.

Before these circumstances, PPA in collaboration with the
Office of National Traffic Safety Committee held the Conference "Ensuring
traffic safety on inland waterways" for the purpose of assessing the
situation of traffic safety and safety on inland waterways; analyze, evaluate
the objective,subjective reasons causing situation of traffic law violations as
well as inland waterway traffic accidents in recent years, on the basis to propose
sync solutions to ensure trafficorder and safety on inland waterways next time.
Under the sponsor of Ph.D Khuat Viet Hung, Vice Chairman of the
National Traffic Safety Committee and Major General, Assoc.Prof.Dr. Pham Ngoc
Ha, Vice President of PPA, the participants of the conference were heard 8 discussion
speeches by experts from the Inland waterways Department, Traffic Police
Department, Director of Public Securityof local units; University of Public
Health and the Green Technology Company DP.

Accordingly, the situation of inland waterway traffic
accidents has not been curbed yet, the particularly serious accidents have still
occurred, causing great damage to property and people, such as the barge
carrying 800 tons of sand crashed and made the Ghenh bridge to collapsed
onMarch 20th, 2016, the HP 3016 ships rammed down the AnThai bridge
on June 3rd, 2016, the situation of gravel,minerals mining, seafood
catching and feeding have encroached stream, corridor protection, altered the
flow have still been more complicated; state management in ports, inland
wharves have been inadequate, etc.
Concluding the Conference, Ph.D Khuat Viet Hung appreciated
the comments of the experts and reiterated that the positive comments would be
recognized and implemented early in coming time. He also hoped the specialized
units would continue to cooperate inresearchto find out more effective measures,
particularly initiatives of scientific and technological applications to reduce
the inland waterway accidents in the near future.
