Criminal Enforcement and Judicial Assistance is an important task of the State to ensure that the legally effected judgments are followed strictly, offenders are educated and governed to become honest, useful citizens, contributing to combating, preventing crime and protecting national security and social order. 

This is a difficult and complicated task because of its relation to citizens’ rights and duties as prescribed in the constitutions, laws related to enforcement, political lives, rights and interests of debtors.

In recent years, the legal system on criminal enforcement and judicial assistance has been gradually improved, creating an important legal basis for the State’s management and practical organization for enforcement: Constitution 2013, Amnesty Law 2007, and Criminal Enforcement Law 2010...

However, the organization for criminal enforcement and judicial assistance is conducted during international integration of economy, society and politics. Units and localities’ awareness of its importance in the process of implementing the criminal enforcement and judicial assistance law is limited, combined strength of social forces has not been mobilized in enforcement activities; judicial support activities such as management, education of debtors show many inadequacies and shortcomings. All set new challenges and difficulties that require the criminal enforcement and judicial assistance work to have fundamental changes. The criminal enforcement and judicial assistance work is not a matter of one country, but has really become a concern of international community. Therefore, the conference has an important meaning that is to clarify theoretical and practical issues of criminal enforcement and judicial assistance. The conference is basis to propose solutions that help to complete legal basis and improve efficiency of this work.

At the conference, the participants focused on discussing fundamental issues including: training, retraining, construction and development of staffs for criminal enforcement and judicial assistance police force; Reality and experience of criminal enforcement and judicial assistance in the current situation; the coordination of criminal enforcement and judicial assistance police with units within and outside the police force in criminal enforcement and judicial assistance work.

On this basis, at the conference, participants recommend specific and practical solutions to overcome difficulties and obstacles, contributing to improving effectiveness of criminal enforcement and judicial assistance work in our country today, specially emphasizing further strengthening of the Party’s leading role, promoting overall strength of the whole political system in the criminal enforcement and judicial assistance work; perfecting the legal basis system for criminal enforcement and judicial assistance; Improving State management capacity, efficient organization, ensuring adequate infrastructure conditions for criminal enforcement and judicial assistance; strengthening coordination, guidance, inspection, testing, timely detection and correction of deficiencies, mistakes in the criminal enforcement and judicial assistance; continuing to promote the training and retraining of capacity for criminal enforcement and judicial assistance forces, who are elite, regular, gradually meeting requirements of the new situation.
