On November 11th, 2016, the PPA and the University
of Maryland, USA held the Closing ceremony and presented Master’s Degree to 30
students of the 2nd cohort of the Joint Master’s Degree in Justice
Leadership.
Attending and directing the ceremony was H.E Police
Senior Lieutenant General, Assoc. Prof. Dr. Nguyen Van Thanh, Member of the
Central Committee of Communist Party of Vietnam, Vice Minister of Public
Security. Attending the ceremony were also representatives of leader of the
Supreme People's Court; leader of the General Political Department of Public
Security force, leaders of Departments under the Ministry of Public Security; leaders
of 165 Project Office, Central Organization of Communist Party; representative
of the Embassy of the United States in Hanoi and the University of Maryland,
USA. As for the PPA were Lieutenant General, Prof. Dr. Nguyen Xuan Yem, President
of the PPA; the members of Party Committee, Directorate of the PPA and representatives
of the functional units.

relationship between the PPA and the University of Maryland
Since April, 2014, the PPA has conducted the 2nd
cohort of Joint Master’s Degree in Justice Leadership with the University of
Maryland. 30 students of the 2nd cohort have researched, studied 10
subjects in the field of criminal justice, international law, leadership science,
operation of police force in insuring the social order and security, etc.
Besides studying in Vietnam, the students have had the chance to spend nearly
one month in the University of Maryland, USA for final presentation; visit and
discuss with the law enforcement agencies at State and Federal levels. Through these
kinds of activities, the studens have gained a lot of information, knowledge
and useful experience.

At the ceremony, H.E Police Senior Lieutenant
General, Assoc. Prof. Dr. Nguyen Van Thanh, Member of the Central Committee of
Communist Party of Vietnam, Vice Minister of Public Security acknowledged,
appreciated the PPA proactively cooperating with the University of Maryland,
USA to organize the two cohorts. The Vice Minister also affirmed the usefulness
and effectiveness of the joint training program between the two training
institutions in providing the high quality human resource serving for criminal
prevention and suppression of Public Security force of Vietnam. So, he
requested the PPA to enhance the international cooperation in education and
training to study the experience, technology of the partners to develop the PPA
to become the leading police training center in Vietnam and region; study and
formulate the criteria standards of product quality education in line with the
specific characteristics of education, training and practice of the PPA and the
situation of the fight against crime. The PPA had to do the survey to evaluate
the quality after training by evaluating the working capacity of the graduated
students at their agencies and units then adjust the program for higher
effectiveness; cooperate with the functional units of Ministry of Public
Security and 165 Project Office, University of Maryland to propose the leaders
of Ministry of Public Security to implement the next cohorts to provide the
high quality human resource serving for the law enforcement implementation and
protect the security and social order of the Nation.

On behalf of the Party Committee, Directorates of the
PPA, Lieutenant General, Prof. Dr. Nguyen Xuan Yem, President of the PPA
thanked leaders of Ministry of Public Security, Ministry of Education and
Training, 165 Project Office of Central Organization Committee of Communist
Party of Vietnam and the functional agencies for the concern, direction and
support during the program conducted. The President of the PPA highly
appreciated the cooperation and goodwill of the University of Maryland as well
as the directly under units and hoped that the cooperation between the two
training institutions would be more developed in the coming time.

After the ceremony, Lieutenant General Nguyen Xuan
Yem had the meeting with Dr. Mengxue Li, Director of Office of International
Executive Programs, University of Maryland and Dr. Wayne McIntosh, Associate Dean
of College of Behavioral and Social Sciences, University of Maryland. At the
meeting, on the bases of efficiency of the joint training model, the two sides
discussed on proposing to the superior leaders and preparing the necessary conditions
to promote the further training program,
including the 3rd cohort of the joint training program in Justice Leadership.
This would be the prerequisite to enhance mutual understanding between the PPA and
the University of Maryland and contribute to building the Vietnam - US
bilateral relations in the current period.
