On December 9th,2016,
PPA had a courtesy meeting with the independent evaluation delegation after the
project "Support to strengthen the traffic police training at PPA and
police training institutions in Vietnam" under the request of the Japanese
International Cooperation Agency (JICA).
The meeting
was attended by Mrs. Hisae Takahashi, Expert of Consultancy, evaluation of
Ernst & Young Sustainability, Tokyo, Japan (Independent Advisory Agency).
As for PPA had Lieutenant General, Prof.Dr. Nguyen XuanYem, President of
Academy; representative for functional departments involved in the project,
including: Traffic Safety Research Centre, Traffic Police Department and
International Cooperation Department.
At the
meeting, Lieutenant General, Prof. Dr. Nguyen XuanYem, President of PPA
welcomed the evaluationdelegation to PPA and confirmed success of the project
"Support to strengthen traffic police training traffic at PPA and police
training institutions in Vietnam" funded by JICAat PPA. On that basis, President
of PPA proposed JICA continue to help PPA deploy new project "Enhancing Capacity
ofworking and scientific research of the Traffic Safety Research Centre of PPA”
with the target of training personnel, strengthening scientific research and
developing the Traffic Safety Research Centre becoming the Traffic Safety
Research Institute of PPA.

After the
meeting, the evaluation delegationhad a working session with the Traffic Safety
Research Centre, the Traffic Police Department and the International Cooperation
Department - the units directly involved in the project.
According to
Mrs. Hisae Takahashi, purpose of meeting was to assess efficiency, impacts,
sustainability of the project "Support to strengthen the traffic police training
at PPA and police training institutionsin Vietnam"; thereby synthesizing
experiences and proposing recommendations for more effective implementation of
subsequent projects in the future.

With that
spirit, PPA presented report on overview of the project "Support to
strengthen the traffic police training at PPA and police training institutions
in Vietnam". Accordingly, the project was implemented at PPA from June, 2010
to December, 2013. After 3 years of implementation, the project has gained
positive results, such as improving training content onthe Road traffic Law and
peopleeducation on traffic safety, trafficguide and control, traffic enforcement,
traffic accident data collection and analysis toward updatingnew content in
system of textbook, reference, framework program; enhancing capacity of traffic
police trainingof PPA’s lecturers on the basis of learning and accumulating
knowledge, skills, experience of the Japanese experts; improving teaching
methods to encourage students to have new initiatives. In particular, the
project has supported PPA for building the Traffic Safety Research Center becoming
a leading research Center of MPS of Vietnam; oriented development and
implementation of research activities of the Centre in the field of traffic
safety.
