Together with the delegation were representatives of functional divisions of PPA, officers of Department of External Relations, MPS. According to the plan, the delegation had a working session and participated in the signing ceremony of MOU with the Public Security Academy of Cambodia; paid a courtesy with General Neth Savuon - General Director of the National Public Security of Kingdom of Cambodia.

At the signing ceremony of MOU, the senior delegation met and worked with the Board of Director of Public Security Academy of Cambodia. The two sides exchanged the new achieved development in recent years and direction to strengthen cooperation in the future.

signed the MOU

In the speech at the signing ceremony, General Seng Phally, President of the Public Security Academy of Cambodia confirmed the valuable support of PPA of Vietnam in training and enhancing capacity for staffs, lecturers. The Public Security Academy of Cambodia appreciated and hoped the two sides would continue to promote the traditional friendship cooperation for development of all.

Especially, in the future, after the signing of the MOU, the Public Security Academy of Cambodia would like to receive more support from PPA of Vietnam in the Council of Doctoral Degree Assessment and Presentation for the 14 senior officials of the Ministry of Interior of Kingdom of Cambodia, is expected to hold in Quarter 1 - 2017. Under the presence of the functional units, two Presidents of the Academies signed the MOU between PPA of Vietnam and Public Security Academy of Cambodia.

On behalf of the Vietnamese delegation, Lieutenant General, Prof. Dr. Nguyen Xuan Yem sincerely thanked to the Board of Director of the Public Security Academy of Cambodia for the warm hospitality, sincerity. After preliminary introduction on construction and development of PPA of Vietnam, Prof. Dr. Nguyen Xuan Yem also appreciated the efforts of staffs, lecturers of the Public Security Academy of Cambodia during cooperation process; contribute to improving the quality and efficiency of cooperation between the two Academies.

Mr. Nguyen Xuan Yem confirmed that cooperation for joint building and development was inevitable requirements of the two Academies. Especially, the signing of MOU was an important milestone that confirmed the closer cooperation between the two Academies on further improving the quality of training, scientific research, contributing to dealling with the arising challenges along with the development of the region.

According to the MOU, the two Academies will strengthen depth and width cooperation in Public Security science research, share experiences to improve the quality of the staffs, lecturers and students of the both sides; strengthen capacity of Public Security in crime prevention and fighting; cooperate in building training programs and content, compiling teaching materials and tools.

Also on this visit, the delegation had a working session with General Neth Savuon, General Director of the Cambodian National Police General Department. At the meeting, the General Neth Savuon presented a brief of the development and changes of the national Public Security force in Cambodia in recent years. He emphasized the role of police training in building forces and appreciated cooperation and assistance of the MPS of Vietnam to the Cambodian Public Security force in recent years.

He also agreed content of cooperation and confirmed that he would support Public Security Academy of Cambodia in cooperation process. In addition, the General also suggested that PPA of Vietnam should strengthen innovating, updating the new situation in training for the Cambodian Public Security force. Besides, for those Cambodian students studying in Vietnam, he proposed PPA strengthen inspection and evaluation, especially during practice process in the Vietnamese Public Security divisions. As for the Ministry of Interior of Kingdom of Cambodian, the Department of Personnel Organization and the National Public Security Academy will regularly contact with staffs, students studying in Vietnam to update the situation, grasp expectation of students, timely encourage, correct and strengthen their attitude of learning.

During the working visit, the Vietnamese delegation also paid a courtesy with Mr. Thach Du, Ambassador of Vietnam in Cambodia, visited and presented gifts to the Vietnamese Elementary School, which was built by the 7th Military Region, Vietnam People's Army for poor students in the Great Lake region, visited some of the cultural and beauty place in Cambodia.
