Attending the signing ceremony were  Major General Alexander Krymov, President of the Academy of Law and Management of the Federal Penal Service of Russia; Major General, Prof. Dr. Bui Minh Giam, Director of Training Department; Colonel Nguyen Van Chieu, Deputy Director for External Relations, Ministry of Public Security of Vietnam. On the side of the PPA were Lieutenant General, Prof. Dr. Nguyen Xuan Yem, President of the Academy; comrades in the Party Committee, Directorate and representatives of the functional units of the Academy.

In recent years, the strategic partnership relations between Vietnam and Russia developed positively in all fields, particularly focusing on foreign affairs, security and defense. Recently, the PPA of Vietnam and the Academy of Law and Management of the Federal Penal Service of Russia have established the relations of friendship and implementing the high-level visits, exchange of experiences between the two Academies.

On the basis of the friendly relations, the two agencies agreed to compile a MoU to institutionalize fields and contents of cooperation, create favorable mechanisms for implementing activities between the two Academies in the near future.

At the ceremony, the leaders of the two Academies expressed their belief that in the trend of integration, widely and deeply international cooperation, with the long-lasting history of construction and development of the Academy of Law and Management of the Federal Penal Service of Russia and the PPA of  Vietnam, the two agencies would implemented more specific-practical cooperative activities, contributing to the development of educating and training the human resources of the Federal Penal Service of Russia and the Ministry of Public Security of  Vietnam, meet the requirements for the assurance of security and order in the new situation.

After the signing ceremony, the delegation of the Academy of Law and Management of the Federal Penal Service of Russia visited the material facilities and the cultural places of the PPA.
