Leaders of PPA visit and work at the University of Moscow, Russian Federation Ministry of Internal Affairs
Major General, Asooc.Prof.Dr. Dang Xuan Khang,Vice President of the PPA was meeting with Vietnamese Ministry of Public Security’s exchange students at the University of Moscow, Russian Federation Ministry of Internal Affairs.

On November 17th ,2015, the delegation had a meeting with the managing board and representatives of the functional units of the University of Moscow, Russian Federation Ministry of Internal Affairs. Chaired the meeting was the Lt. Gen. Kalinhichenko Igo Alexandravich, Rector; and the Vice Rector in charge of scientific research and leaders of Training Department, International Cooperation Department. At the meeting, the Rector welcomed the delegation and briefly introduced the University of Moscow, Russian Federation Ministry of Internal Affairs; exchanged profession work as well as cooperation between the two institutions, announced the training results of Vietnamese students at University of Moscow.

The presented contents showed that the University of Moscow, Russian Federation Ministry of Internal Affairs is the largest human resource training institution for Federation Ministry of Internal Affairs with the main campus in Moscow city and satellite facilities located in the vicinity. Currently, the university has three key subjects: Criminal Forensic Science; Law; Criminal psychology. The university  invested adequate, modern facilities for specific training. Not only formal higher education system, the university provides training to staff, leaders of local and international training units.

At the meeting,  Major General, Asooc .Prof.Dr. Dang Xuan Khang, Vice President of the PPA recognized and highly appreciated the attention, support and favorable conditions given by the university in training Vietnamese students while giving preliminary introduction about  PPA of Vietnam.

On that basis, basing on the actual situation, potentialities of the two institutions and conditions consistent with the Memorandum of Understanding on cooperation between the two universities signed in 2013, the Vietnamese Delegation’s Leader set out some directions of cooperation between the two institutions in the future, focusing on some contents as: Continuing to implementing actively exchange of delegations; coordinating in organizing scientific conferences, focusing on subjects of the partner’s strength as Criminal Forensic Science, Criminal Investigation ...

After the exchange, the two sides agreed on the main content and would report the two ministries of the two institutions to allow implementation in 2016 of the following tasks:
- The PPA will organize a training course on judicial assessment for lecturers of the Criminal forensic science faculty and practitioners in some locals under the instruction of experts from the University of Moscow-the Russian Federation Ministry of Internal Affairs.
- The PPA hosts a scientific workshop on "Criminal Forensic Science serving crime investigation during international integration" and invite a delegation from the University of Moscow - the Russian Federation Ministry of Internal Affairs.
- The University of Moscow-the Russian Federation Ministry of Internal Affairs receives and appoints some lecturers of criminal technique at the PPA to study and have practical visit to Russia, scheduled for 2 weeks .
- The two sides exchange academic materials for research, teaching of subjects like: Investigation, Criminal Forensic Science , Psychology, Russian Language.

According to the action plan, on November 18th ,2015, the delegation attended a scientific conference "Place and role of police forces in the national and world security system." The workshop was co-chaired by Vietnam Delegation’s Leader and the Rector of the University of Moscow, Russian Federation Ministry of Internal Affairs. Attending the conference were more than 50 participants who were officials, teachers, scientists of the partner’s school and some agencies, units under Russian Federation Ministry of Internal Affairs and Vietnamese Fellows who were studying at the partner’s university .

At the seminar,  Major General Assoc.Prof.Dr. Dang Xuan Khang had a presentation on "The police training at PPA of Vietnam meets international integration requirements". Reports introduced the breakthrough in improving teaching and learning quality, and experience in the organization of training and high quality police resources. He also gave a number of recommendations, which proposed two schools to further strengthen good cooperation established with specific and practical contents for both sides. At the meeting, there were 7 speeches of officials and teachers at the University of Moscow, Russian Federation Ministry of Internal Affairs revolving around the main theme of the workshop.

During the visit, the delegation also met students, fellows of  MPS of Vietnam sent here to study. Currently, 30 Vietnamese students are studying at the University of Moscow, Russian Federation Ministry of Internal Affairs, including 5 PhD students. Through students’ reports, in the process of learning and training in the partner’s country, the Vietnamese students always comply with regulations of the university, strive to overcome difficulties, fulfill responsibilities and achieve good results, highly recognized by the partner’s school teachers. In addition, the practitioners MPS of Vietnam also actively participate in movements, culture, art activities, achieve many awards and get appraisal from the rector .

Major General Assoc .Prof.Dr. Dang Xuan Khang thoroughly reminded all participants of learning and training tasks in the partner’s country. He asked the participants to unite and help each other to overcome difficulties and continue to promote learning and training tradition of the previous generations, always preserving good image of Vietnamese students in the partner’s country; simultaneously, to often maintain relationships with Vietnam Embassy in the Russian Federation, especially representative agency of the MPS in the Russian Federation to meet requirements for cadre management, domestic protection .

In addition to the official agenda at the University of Moscow, Russian Federation Ministry of Internal Affairs, the delegation visited Moscow Special Police units. Here, the delegation visited a rehearsal on controlling terrorists,  hostage kidnappers by the Russian police forces, was introduced about the organization and operation of this force and visited some equipment, special means of Russian Special Police Force.

Despite of a short time, however, the delegation completed many important missions, especially discussed, exchanged and came to an agreement with the leaders on some practical cooperative activities for two schools in the future.
