Attending the Ceremony were Major General Tran Xuan Hoe, Commander of the Special Force Arm; Major General Trinh Xuan Chuyen, Political Commissar of the Special Forces Arm; the leaders of the departments within the High Command and leadership board, officers and students of the School of Special Forces Officer. As for the PPA were Lieutenant General, Prof. Dr. Nguyen Xuan Yem, President of the Academy; Major General, Dr. Dang Xuan Khang, Vice President and Leadership Representatives of the functional departments of the Academy.

In recent years, under the interest and direction of the leaders of the Ministry of Public Security and the Ministry of Defense, the PPA and the High Command of Special Force actively promote exchange and come to agree to sign the Memorandum to Understanding, in which mentioned clearly coordinate principles, contents and responsibilities of each side during the cooperation process. This is the basis to promote and deploy frequently, widely and deeply the cooperative relationship between the two sides in order to enhance effectiveness in the work of each unit and to strengthen solidarity, understanding each other between the two units in particular and the two Ministries in general. The signing Ceremony marked an important turning-point in the coordination relationship between the PPA and High Command of Special Force.

Speaking at the Ceremony, Major General Tran Xuan Hoe, Commander of the Special Force Arm emphasized in the situation of increasing quickly and complicatedly of crimes and political issues created the extremely heavy tasks for the armed force, therefore, the signing plays an important and significant role in strengthening more activities coordination and supports so that the PPA and the High Command could complete all assigned tasks and contribute to build successfully and defense firmly the fatherland of Vietnam. Concurrently, the signing would contribute to improve the good tradition relationships between the public security force and the armed force in general and deepen solidarity between the PPA and the High Command in particular.

On behalf of the Party Committee, Directorate of the PPA, Lieutenant General, Prof. Dr. Nguyen Xuan Yem, President of the Academy proposed that after the signing Ceremony, the Commander of the Special Force and the Leaders of the PPA should care and direct regularly its relevant departments build and implement cooperation plans which is suitable for the functions and duties of each department to develop the effectiveness of the MOU.

On the occasion of the 69-year anniversary of founding the People's Army of Vietnam (December 22^nd, 1944-2013), the 24th celebration of the Whole People’s Defence Festival Day (December 22^nd, 1989-2013), President Nguyen Xuan Yem presented a bouquet of flower and the best congratulations to leaders, officers and soldiers of the Ministry of Defence and the High Command of Special Force.

Before the signing Ceremony, the PPA delegation visited a number of weapons and equipment of the Special Force and saw students of the School of Special Force Officer perform technique and tactics of combat, shooting, martial arts...
