On December 29th, 2016, under the consent of the Subcommittee
for Social Order and Safety - Theoretical Council of the Public Security
Ministry, the PPA in collaboration with the General Department of Police held a
scientific conference with theme "Residence registration and management
contributing to crime prevention in new situation".
Currently, the population scale of our country are greater
and trends to increase. According to statistics, there are 22,677,500
households in the whole country with 90,710,000 inhabitants being distributed
unequally between economic- geographic regions and administrative units. Before
the fact that the residence registration and management is always identified as
an important part of State management on security and order to ensure that
citizens execute their rights and obligations under the law, serving for social
management of the State and prevention, detection of crime and law violation.
Besides, the situation of crime on social evils in our
country also contains complex problems, requiring police forces at all levels to
strengthen social prevention, promote to reform administrative procedures, enhancing
the efficiency of residence registration and management, contributing to
preventing, detecting and combating crime and other violations.
Overview of the Conference
Recognizing urgency in all aspects of theory and practice of
residence registration and management in the new situation, the conference aimed
to analyze and clarify role of residence registration and management, contributing
to crime prevention; evaluating the achieved results, current difficulties and
problems of residence registration and management; making scientific forecasts
on trends of the residence situation and the work of residence registration and
management in the coming time, thereby, proposing solutions and recommendations
to improve the efficiency of residence registration and administration to
ensure implementation of residence freedom right of citizens, contributing
actively to prevent and combat crime and violations of law.
At the seminar, the participants affirmed that the State
management on residence has recently achieved some positive results. Construction
of legal documents on residence management has relatively been perfect. Activities
of residence management have provided data and documents on population,
contributing to making policies for socio-economy development, strengthening
national defense and security. Results of state management on residence has
supported positively for detecting and providing information and documents for
professional forces in arresting wanted subjects, evading sentence enforcement,
criminal case investigation and object management, etc.
However, besides these achieved results, the work of
residence registration and management recently has revealed some limitations
and shortcomings, such as: some provisions of the Residence Law is no longer in
line with the reality, management of human, household’s movement, subject
management is limited; exchange of human, household information between all
levels and units are not regularly and timely; officers working in residence
registration and management are limited in professional qualifications; conditions
of material facilities to carry out the residence registration and management
at the local level are poor and backward; application of information technology
is limited, etc.

On the basis of assessing the practical situation, clarifying
current inadequacy in the residence registration and management, the
participants provided a system of solutions and proposals to enhance the efficiency
of residents registration and management such as:
- Continue to strictly implement the Residence Law and the implementation
guidance documents and research to perfect the system of legal documents on
residence to create a legal framework for the residence registration and management,
serving for requirements in crime prevention.
- Strengthen and build staffs of residence management who
has legal knowledge, professional qualification, cultural posture, style,
communication, upholds the sense of service, without causing inconvenience to
the people.
- Build, improve regulations on coordination between the People
Public Security forces and the functional authority in the residence
registration and management.
- Renew content and form of propagandizing the laws on
residence for people to understand, obey and support the People Public Security
forces in the crime prevention.
- Equip conditions of material facilities, strengthen
application of information technology in the residence registration and
management in order to raise the effectiveness and efficiency of the collecting,
updating and exploiting and using information on residence, population, serving
for reforming administrative procedures, facilitating agencies, organizations
and individuals in the residence registration and management.
- Promote international cooperation in the residence
management, research and apply advanced experience, skills on residence management
of police force of the developed countries.
These scientific - practical opinions of experts has confirmed
the success of the Conference. This is the basis for authorities to research,
improve the system of reasoning to apply into practice, contributing to
improving the effectiveness and efficiency of the residence registration and
management, meeting the requirements of the fight against crime in the new
situation.
