New contributions of the thesis:

1. The thesis is the first research project that brings a systematic and relatively comprehensive perspective of State management of security and order on the management of serious recidivism prisoners in prison under the Ministry of Public Security.

2. The thesis clarifies overview research situation at home and abroad relating to the thesis and the theoretical issues about the management of serious recidivism prisoners, such as building definition about serious recidivism prisoners; concept of the management of serious recidivism prisoners; characteristics, requirements of the serious recidivism prisoner management. The thesis clarifies the legal basis and relevant provisions on the management of serious recidivism prisoners; contents, forms and measures for managing serious recidivism prisoners; responsibility and coordination in the management of serious recidivism prisoners.

3. The thesis surveys, analyzes, evaluates the real situation of management of serious recidivism prisoners in prison under the Ministry of Public Security: Focusing on analyzing, assessing the situation, characteristics of serious recidivism prisoners; implementing practical measures to manage serious recidivism prisoners in prison under the Ministry of Public Security from 2010 to 2018; from these analysis and assessment, the thesis clearly shows the advantages, limitations, restrictions in the management of serious recidivism prisoners and explains causes of limitations and restrictions.

4. The thesis gives forecasts and proposes some feasible solutions to improve the efficiency of the management of serious recidivism prisoners in prison under the Ministry of Public Security.
