New contributions of the thesis:

1. The thesis is the first study on Management of the property related offenders in prisons under Ministry of Public Security.

2. The thesis analyses the theoretical background and legal framework for management of the property related offenders in prisons. It includes: Concept and characteristics of prisoners who abide by the property infringement - related crimes; concepts, characteristics, legal bases, contents, methods and coordinating relations among other forces in prisoners' management to execute judgments on property infringement - related crimes.

3. The thesis investigates and evaluates the reality of managing prisoners who have been in charge of property infringement crime in prisons directly under the Ministry of Public Security in the last 10 years. It also identifies the strengths and limitations of the operation and explaining the causes of those limitations. 

4. The thesis proposes several solutions in order to enhance the efficiency of management of the property related offenders in prisons under Ministry of Public Security.
