The PPA announces the information on the new academic and theoretical contribution of the thesis of Postgraduate student Nguyen Thi Thu Huong.

New contributions of the thesis:
1. The thesis has analyzed and further clarified the following details: the concept, features, legal basis and scope of extradition under the function of the People’s Public Security of Viet Nam (PPS) force; the content and form of State’s management in extradition under the function of the PPS force; the coordination relationship in extradition under the function of the PPS force.
2. The thesis has also clarified and evaluated current status of the State’s management in extradition under the function of the PPS force including situation of national legal system of Viet Nam as well as International Treaties on extradition to which Viet Nam is a contracting party; surveying on structure, activity of focal organ in extradition and other specialized departments within the PPS force; the thesis then has identified strengths plus shortcomings and obstacles of extradition in practice of Viet Nam, the main reasons leading to such shortcomings and obstacles.
3. Basing on mentioned issues along with selectively refered to international legal experiences, the thesis has suggested recommendations for improving the effectiveness of State’s management in extradition under the function of the PPS force including proposal for Law on extradition of Viet Nam as well as Model Treaty on Extradition; suggestion of withdrawing reservation of Viet Nam in multilateral International Treaties containing extradition provisions. The findings and recommendations achieved from the thesis would not only contribute to fulfill the theoretical system but also supplement foundation to improve the legal framework of mutual legal assistance in Viet Nam.
