With the consent of the head of the
Ministry of Public Security, on the basis of the exchange agreement between the
PPA of Vietnam and the University of Maryland, USA, on April 14th,
2015, the PPA solemnly held the Opening Ceremony for 2nd Master
training course - joint program on Leadership in the field of Criminal Justice
and Crime Prevention.
Attending the Opening Ceremony were Senior
Lieutenant General, Assoc.Prof.Dr. Bui Van Nam, Deputy Minister of Public
Security; Major General, Dr. Nguyen Quang Chu, Deputy Director General of the
Political General Department - MPS; Major General, Dr. Bui Minh Giam, Director of
Training Department - MPS; Representatives of Foreign Relations Department and
functional units of the Ministry of Public Security; the leaders of the
Executive Office of Project 165 of Central Organizing Committee.

As for the United States of America were
Mr. Ted Osius, Ambassador Extraordinary and Plenipotentiary of the United
States of America to Vietnam; Dr. Mengxue Li, Assistant Dean of the College of Behavioral
and Social Sciences, Director of Office of International and Executive Programs,
University of Maryland, USA. As for the PPA were Lieutenant General, Prof.Dr.
Nguyen Xuan Yem, President of the Academy, the members of the Directorate,
leader of the units and all 30 students of the 2nd course.

America to Vietnam spoke at the Ceremony
Promoting the results
of the 1st course (2011 - 2013), the PPA and the University of
Maryland continued to organize the enrollment and prepare the necessary conditions
for the 2nd training course. One of the new points of the 2nd one was
the diversity of participants; students of the course were officers from the forces
of Public Security, Defense, Court and Procuracy. This would be favorable condition
for the students to exchange, research and approach the different directions of
thought.
Speaking at the Ceremony, Senior Lieutenant
General, Assoc.Prof.Dr. Bui Van Nam, Deputy Minister of Public Security appreciated
the efforts of the PPA in developing the joint training programs, providing the
learning opportunities, scientific research and learning methods of the
prestigious training institutions worldwide for the students. He also
acknowledged the active contribution of the officers, lecturers of the
University of Maryland to the coordinative process with the PPA to ensure the
success of the 1st course.
At the same time, Deputy Minister Bui
Van Nam emphasized that the Opening Ceremony of the 2nd course was
the practical activity to celebrate 20 years of diplomatic relation between
Vietnam and United States of America (1995-2015). The Vice Minister of Public
Security proposed the PPA in collaboration with the functional Agencies of the
Ministry of Public Security, Steering Committee of Project 165 and the
University of Maryland to continue to organize the 2nd training
course to get the highest quality and efficiency.
Mr Mengxue Li believed that the joint program would create
the basis
for the next cooperation in the coming time
Mr. Mengxue Li, Assistant Dean of the
College of Behavioral and Social Sciences, Director of Office of International
and Executive Programs, University of Maryland, USA committed that the officers
and lecturers of Office of International and Executive Programs would create
all possible conditions to ensure the success of the 2nd cooperation program
with PPA and the next one in the future.

Speaking at the Ceremony, Lieutenant
General, Prof. Dr. Nguyen Xuan Yem thanked the attention and direction of the
Leaders of the Ministry of Public Security, Leaders of Central Party Organizing
Committee, the authorities for the support to implement the courses. He also
required the students to study hard; research positively, proactively,
innovatively to ensure the best results; execute the regulations on training
and management of the two training institutions; promote the dynamism and
creativity in practical activities, social activities and cultural exchanges during the training process in Vietnam and in the United States of America.
