After a week of
exchanging and working at the PPA related to the project for establishment of
the E-library at the PPA, on February 21st, the PPA and the Korea
International Cooperation Agency (KOICA) agreed to sign the Record of Discussion
on the projects.
The ceremony was
attended by Mr.Kim In, Chief Representative of the Korea International
Cooperation Agency in Vietnam,
officials from the KOICA Office in Vietnam and Leadership Representatives
of the Departments under the Ministry of Public Security. As for the PPA was Lieutenant
General, Prof. Dr. Nguyen Xuan Yem, President of the Academy, the other members
of the PPA’s Directorate and leaders of the functional units within the Academy.

In, Chief Representative of KOICA in Vietnam together signed the Record of Discussion
on the projects for establishment of E-library at the PPA, agreed to
collaborate and assist each other to build a model of modern E-library which would
be integrated many user-friendly advanced features. The project will last in
the period of 3 years (from 2014 to 2016) with budget of up to $2,300,000 (two
million three hundred thousand dollars).

As the result of
the signed Record of Discussion, firstly, the KOICA would support the PPA for
building the E-library on the 9th and 10th floors of the
new library building and connecting to the dormitory zone by providing
equipments and software for successful implementation of e-library system.
Secondly, the KOICA would dispatch Korean experts to conduct project management
consultancy (PMC), preliminary survey, analysis on engineering system,
equipment installation, system installation/training and operation support.
Thirdly, the KOICA would support the training for the PPA staffs and
strengthening the capacity in operating e-library.

The success of
the project would contribute to digitalizing the current library management
system of the PPA through sharing relevant IT development experiences and
knowledge; improve effectiveness of management and convenience of usage of
library resources through improvement of IT infrastructure in library.
Especially, the successful implementation of the Project would enhance
cooperation between Vietnam
and Korea
in general and between the PPA and the KOICA in particular.
