On December 30th, 2016, PPA in collaboration with High Command of the Mobile Police organized the Conference to review 10 years of training and use of students in staff, armed commanders of security and order protection.
The conference is attended by Colonel, Dr. Nguyen Van Ly, Director of Training Department - General Political Department; Colonel Nguyen Thanh Lam, Deputy Director of Operation Staff, High Command of the Mobile Police, Colonel Nguyen Nhu Loi, Deputy President of Armed Police Training School, representatives of units directly under High Command of the Mobile Police; representatives of Regiment of the Mobile Police under Public Security of Hanoi City; Local Mobile Police Offices.
For People’s Police Academy, the conference is attended by Major General, Prof. Dr Nguyen Van Nhat, Vice President of PPA; Senior Lieutenant - Colonel, Dr. Pham Van Tien, Faculty of Armed Police, former leaders of Faculty of Armed Police over periods; representatives of unit directly under PPA and all officials and teachers of Faculty of Armed Police and students in staff and armed commanders of security and order protection.

In order to meet real requirements of the fight against crime, protection of national security, assurance of social order and safety in the integration period, on 23.08.2007, General Director of Public Security Force Building (currently referred to General Political Department) signed Decision No. 1591/2007/QD-X11(X12) on establishing Faculty of Armed Police directly under PPA with the duty of training staff soldiers and armed commanders of security and order protection.
With 10 years of training and concern and instruction of leaders, Faculty of Armed Police has constantly grown in all aspects, successfully completed the assigned tasks and achieved many important accomplishments. From the early days established with 05 officials and lecturers, the current quantity of Faculty of Armed Police includes 24 comrades, of which there are 3 doctors of philosophy, 8 doctors, 4 main lecturers and many comrades currently trained for professional improvement. The officials and lecturers of Faculty of Armed Police are increasingly being completed, meeting training affairs in the reality of PPA. In particular, with trust from leaders of Ministry of Public Security and PPA, Faculty of Armed Police is assigned to directly manage Mobile Police Regiment of preparatory task force with 1245 members. The Dean is appointed to work as Regiment Head and many officials and lecturers are appointed to work as leaders and commanders of the Regiment.

Since 2007 until now, Faculty of Armed Police has trained 12 courses with 605 students in staff soldiers and armed commanders of security and order protection. Of which, there are 6 graduated courses, contributing to supplementation of 236 officials with Bachelor’s Degree in staff soldiers and armed commanders of security and order protection to units and localities. Graduates have firm ideology and strongly professional knowledge of armed police force such as: knowledge in leadership, commanders and fight staff in activities of the armed police force; knowledge in building and organization to practice methods of fighting; advising and commanding to repress terrorists; advising and commanding to handle crowds and disrupting security and order; being fluent in skills to use specialized guns of the armed police force; having capacity of martial arts of task force and armed swimming ability. With equipped knowledge and effort in striving for works, many comrades are appointed to work as leaders and commanders of units in the people’s police force.

To improve quality of training students in staff soldiers and armed commanders of security and order protection, PPA is always interested in preparation and completion of materials and documents for teaching, question banks and case exercises… In addition, PPA researched and developed models for teaching and training crime prevention, of which there is an old TU134 plane for training counterterrorism and hostage holding prevention; 2 most modern rooms of electronic hunting of Ministry of Public Security and support instruments and professional means.
However, in addition to advantages and gained results, Faculty of Armed Police has some disadvantages in education and training such as: shortage of officials and lecturers in comparison with workforce of the Facility, restriction of experience in staff soldiers and armed commanders of security and order protection; non-full system of materials and documents to complete the program; non-fully equipped facilities, equipments and instruments…. which have a significant impact on the quality of training specialized students.

At the conference, in addition to assessment on real training of students in staff soldiers and armed commanders of security and order protection at PPA, representatives discussed and gave some recommendations and proposals to enhance the training quality and use of PPA graduates, including graduates in staff soldiers and armed commanders of security and order protection as follows:
Firstly, continue to innovate training contents and programs under Central Committee’s Resolution No. 29/NQ-TW on basic and comprehensive innovation in education and training, meet requirements of industrialization and modernization in conditions of socialist-oriented market economy and international integration; Resolution No. 17 of Central Committee of Public Security Party, Direction No. 13 of Minister of Public Security on basic and comprehensive innovation in education and training in compliance and promotion of learners’ maximum capacity.
Secondly, in close cooperation with the High Command of Mobile Police, Mobile Police Regiment and Mobile Police Department of units and localities, including K20 Fight Staff Department to support and admit officials, lecturers and students in internship and assist in training, practice, visit and listening to real reports, assure to connect theory with practical work.
Thirdly, interested in investing equipments, facilities, weapons equipped to Faculty of Armed Police in training, practice and struggling availability.
Fourthly, in close cooperation with the High Command of Mobile Police, Mobile Police Regiment and Mobile Police Department of units and localities to advise all level leaders in using students in staff soldiers and armed commanders of security and order protection to promote the maximum capacity of each student in the training field at PPA to serve the fighting work of the force.

Ending the conference, on behalf of Party Committee, Major General, Prof.Dr. Nguyen Van Nhat, Vice President of PPA thanked for valuable ideas from representatives. With concern and direction of leaders of Ministry of Public Security, cooperation and support from High Command of the Mobile Police, Mobile Police Regiment and Mobile Police Department of units and localities and the general effort of lecturers in the unit, Vice President of PPA believed that in next period, Faculty of Armed Police will affirm its important position in training staff soldiers and armed commanders of security and order protection for the people’s police force and contribute to success of education and training of Ministry of Public Security in general and PPA in particular.
